I don't know whether to find it upsetting or not, because it depends so much on the real situation which is never published. Are the occupants totally innocent victims of some planning scam (very upsetting) or are they, say, squatters who have insisted building a village despite repeated warnings that what they are doing is totally illegal (not upsetting at all)? How can you form an opinion without sufficient facts?
