For your first certificate you need the following and take them to your Ayuntamiento (Town Hall)

Passport
NIE
Rental contract or Escritura or Copia Simple
4 euros fee

To renew it after 3 months.

You only need your passport unless you have changed address then you need proof of address as per above.
1 euro fee

This was at Adeje Town Hall.
