I asked at the Comisarķa information desk when the new greeny certificates came out last year and was told that for change of address it was sufficient to advise town halls concerned, as somewhat of an info overload I was also told that the only reasons to get green certificate changed/baja-ed were :
1) permanent return to home country, 2) change of marital status and 3) wait for it .......
change of sex!
