Agree with Dave. They're very unusual, if not non-existent, at altitude. The question is where "altitude" starts. They are an issue for most residents because very few live high enough to avoid them completely. They are present at the top of Torviscas Alto, for example.
The real question, therefore, is whether a complex carries out regular treatment. As Dave says, it is done regularly on ours, and they are not an issue (except just after the treatment when one or two come staggering out and die horribly ... serves them right

).
The key word to ask about is
desratización. Strictly speaking, it's
rodent control, but it's also used for the gassing treatment for roaches. Ask around in a proposed complex if anyone knows if it's done; ask to see the last annual accounts ... it should be an item on the expenditure.
And watch out for plugholes bunged up with soap in the bathroom, or grilles covered up with sellotape ... guess what we learned the hard way when we first moved over
