You can't pay it at the town hall but they will print the bill out for you to be paid at a bank (only certain banks: caja canarias, bbva - i think... a couple more...). I went there on Friday on behalf of a client - if somebody goes on your behalf, give them an authorisation letter with your signature (preferably in Spanish - I'd say only in Spanish really) and a copy of your passport and NIE number, and the person will have to bring his/her ID, too. The authorised person can sort out pretty much anything on your behalf as long as it specifies in your authorisation letter (i.e. setting up a direct debit with your bank details etc.).

This client bought his flat last year, too, and his IBI was paid through "liquidación" - whatever that means; he didn't get a bill for it but they printed it out for me and now printed out the one for this year which I have to pay tomorrow. They told me I could set up a direct debit for him if he writes that in the authorization letter...
