Personally I cannot see a bus service being provided to Palm Mar. One of the arguments has always been that there are not enough residents (registered) so it does not warrant running a bus service. Also if you note the majority of buses running from Las Galletas, El Fraile to Guaza are normally full and to de-tour into Palm Mar would not be worth it.
As someone has already said there are not many in Palm Mar without a car as buying an apartment with the promise (yet another one from agents etc) without a bus service is rather short sighted.
As you are all aware there was also talk (just talk I think) of a water taxi to LC, can't see that happening either.
