Problem is that these days prisoners who are either on remand or convicted of these types of crimes are kept in isolation for their own protection.
Some do gooder social work w*****r probably decided that their human rights would be infringed if they were left at the mercy of their fellow inmates.
I am only speaking about the UK here but am sure the same rules will apply here
