From memory it's downstairs (subground level) under either the Columbus or Andorra as you go down into Las Americas past the green hospital on your left. I can't remember which one ... think it's the Andorra, but it's one of those two on the corner facing you on the right hand side. There's a sign.
When I was last there to check, the classes were all in Spanish, though the test at the end could be conducted in English.
