This report today in El Pais announces that in Valencia, free health cover for about 1600 Brits is being withdrawn. These are people who have taken early retirement and are not paying into the social security system. If I understand correctly, it effects them purely because they have retired early. It says

Which to me states that British pensioners have rights to free health cover. Can anyone confirm this?
