If you buy one from France you can get them for any network - so I'm led to believe.

They lied! its a minimum of €85 a month for the 'Tarifa Plana Iphone Plus' which gives 1GB downloads.

No.1 son has used 45mb in 1 week and he works where there are WiFi hotspots, which aren't included in his downloads.
