Well If you think about it. The board of governors have a point. UK Residents are paying for a service that is pandering to 'johnny foreigner' who pays nout!

(that includes me and my 3.5M dish here in Tenerife with no licence fee :-)

Yes, but it's short-sighted ... why not make it a subscription website??
