Complete replacement. The old tarjeta de residencia system was abandoned over a year ago at EU insistence. Spain, however, required a register of foreigners living in the country, and the Certificado de Registro is residents' certificate proving that they've registered as required. It is required of all residents of more than three months' standing, and has no tax implications whatsoever, unlike the old residencia system.

update . today i got my cert. de registro. adeje town hall said i needed C.R. or residensia before they,d give me empadro. having an out of date empadro made no difference. so off to the foto shop over the road from the police station. duly foto taken 5€ for 4. over to police station , got in Q for information desk (on the right) in the main hall. requested the modelo 790 form ,man on desk said that it needed paying 6.80€ at ANY bank. go pay that come back here and get a number off me, you,ll need the personal detail forms filled in correctly, 1 photo,the 790 stamped as paid and rental contract or escritura.went to bank had a coffee on the way back (walked). Into police station at 11.05 got number A36 off him at the desk (your turn light had 28 on) so 8 peeps before me. the busy on the A desk went off for a ??? he was gone 15 mins. my turn duly arrived and within 5 mins. my application was complete. walked out the station at midday. So to verify: i didn,t need Empadronamiento seems though "they" have changed the rules again. the officer didn,t ask or look at my escritura, I shook his hand and said muchas gracias....... done and dusted

You've never needed an Escritura or rental contract for a Registro, but for the Empadronamiento ... which as of last Wednesday they were requiring. Thanks for this, D.

you are welcome janet, but as i said the chap on the info. desk said rental contract but the officer issuing the registro didn,t look at or ask for any seems to me now the Empadron is needed for car purchase or proof of address etc. my ones out of date but do i really require one??

To buy a car, yes. But now you have the Registro it should be a doddle.

Occurs to me to say, too, that as far as I'm aware, Arona is still issuing Empadronamientos without Registro .....

i can see peeps getting themselves in a tizzy over the non supply in adeje . hope they realise that by all accounts the empadron is not needed when applying for the "certificado de registro"

An empadronamiento is required if you are applying for a green certificate for the first time and have no previous NIE number OR you have changed your address from that which is on record at the Extranjeria if you had an old style plastic residencia card which has now run out.

I have received temporary certificates of empadronamiento from Adeje stating on them they are specifically for the purpose of sorting out the certificado de registro, when you have the new updated (green) certificado de registro you then go back to Adeje and they take a copy to update their records at the town hall.

thank you golden for your observations,i don,t doubt or question your knowledge in these matters, just that in my experience the other day i was not asked for either padron or rental contract, yet friends the next day were asked for rental contract! as janet says "silly rule of summer" but i would say for all, to be prepared and take the kitchen sink....!!
