It seems there's a fine old row going on in Santa Cruz between the Ayuntamiento and the Ports Authority. Apparently, the Port hasn't paid its IBIs (rates) since 2005, and the council is now threatening legal action if the payments aren't made. The figures are astounding ... three million Euros owing between 2005 and 2008, of which 1.7 million are for 2008 alone given that there was a significant increase this year due to a catastral revision.
The Ports Authority says that it hasn't paid because it disputes the buildings it is being rated on: according to the PA, these are in public territory, and shouldn't be rated to a private enterprise. The Ayuntamiento, however, says that the law provides for the collection of rates on buildings on public land if these are used for private enterprise, and that it is clear that this is precisely what the Ports Authority is doing.
The Ayuntamiento has now made a formal demand for payment, saying that the next step is legal action. The PA is refusing to comment. I'd like to see us getting away with this!
