Fraudster arrested in Granadilla after a scam pretending to duplicate bank notes
The Guardia Civil have arrested a man in Granadilla for appropriating 50,000 in a scam involving a liquid which was supposed to duplicate legal bank notes by some chemical method. The man is a 31-year-old Senegalese, and the 50,000 appears to have been defrauded from one person ... guess that's all that's needed!
Victim and fraudster appear to have met within the last fortnight when the Senegalese expressed interest in buying a piece of land adjoining the victim's premises. Another Senegalese was introduced, apparently impeccably dressed, who demonstrated the chemical method by which bank notes could be copied so as to be indistinguishable. Of course, the newly created "copy" was actually a real 50€, so of course it looked the part. Greed did the rest ...
The 50,000 was raised by persuading the man that it could be doubled, but that the original money had to be real tender, and that each note could only be copied once ...
At least the police have one of the fraudsters now and are working towards the arrest of the second one.

I can't see why there are 2 fraudsters here - just one con artist. So far, the only crime the second guy has committed is to be really really stupid, and I didn't think that was actually a crime.

Alright alright - I didn't read it carefully enough. I thought it was one con artist and one victim. I assumed that the victim was in trouble because of an intended fraud which never happened.
Perhaps if you were to express yourself more clearly....
